  lastmod is hand-maintained, which only works if it is kept honest. A lastmod that claims
  today on a page nobody touched is worse than no lastmod at all, because a crawler that
  learns to distrust it ignores it everywhere. Update it when index.html's visible content
  changes, not when a comment or a header does.
